The author does an excellent job of worldbuilding and creating a sympathetic cast of all OC's, but what is most striking his how this story builds the real sense of angst and ennui that dedicated cold warriors felt after the cold war, and the sense that many people had that humanity had reached the 'end of history'. It provides an interesting perspective on Seele's motivations. The eva references outside of the investigating Seele plot are subtle, well handled, and not spoonfed to the reader. Despite being an original character, the protagonist would fit right in with the Eva cast.
On the whole, this work of fiction does something very few Eva fics do very well- it builds the sense of tension and unease that runs as an undercurrent through the series itself. It goes beyond original flavor to feel like it belongs in canon.
